Responsibilities: • Ensure that the statutory mandate of the NWPL is carried out • Coordinate the development, upgrading, implementation and monitoring of a system of policies for the NWPL • Coordinate and manage all the public participation events in the North West Province • Coordinate and manage the petitioning system in the North West Province • Ensure that all witnesses summoned before Committees are sent copies of their evidence • Confirm the details of verbatim transcripts of the proceeding of Sittings of the House • Maintain a record of attendance of Members at sittings of the House • Maintain a record of papers laid in the House • Serve at the Table of the House • Coordinate the review of the Rules of Procedure of the NWPL • Coordinate the provision of logistics services for Members • Coordinate the maintenance and management of knowledge, information and research, Committees and public participation and petitioning services • Coordinate the provision of procedural advice to MPLs and other political office bearers on the Standing Rules of the NWPL • Keep abreast of, lead benchmark initiatives and best practices and respond to policy developments, research findings and requirements and Committee support work in the Legislative Sector • Work closely with the Legal Division regarding policy and Rules initiatives • Coordinate the management of the communication of policies and policy directives within the NWPL as well as to relevant external stakeholders of the NWPL • Align the provision of services with the overall strategy of the NWPL • Coordinate the management of all the calendar events of the NWPL Programme • Ensure compliance with legislative prescripts • Coordinate the management of the provisioning of procedural, secretariat, research and administrative support services to Portfolio and Standing Committees and other management structures • Keep records of all changes in parliamentary procedures locally and keep abreast of procedural developments in other jurisdictions • Co-ordinate the work relationship between the National Council of Provinces (NCOP) and the NWPL.

DEPUTY MANAGER: INTERNAL AUDIT (Ref. 120714/2) Re-advertisement (those who already applied, need not re-apply) Basic salary per annum: R416 398.00 (excluding benefits) Requirements: • An appropriate National in Internal Audit with Accounting and Internal audit as a major subject • A Bachelor of Commerce Degree and qualification such as a CA or CIA will be an added as advantage • A minimum of five (5) years’ experience as an internal audit professional • A minimum of 3 years of management experience • Knowledge of GRAP • Knowledge of PFMA and Treasury regulations • Proven computer literacy in TeamMate, Microsoft Office and ACL • Knowledge of King II Code on Corporate Governance • Knowledge of Public service laws, regulations and policies • Strong management skills in an internal audit environment • Ability to communicate and work cross-functionally within the organisation and at all levels • Analytical thinking skills • Organisational skills • Advisory skills • Problem solving skills • Ability to deal with senior managers • Ability to work with a team and towards deadlines • Willingness to learn new audit techniques and go for training when necessary • Knowledge of Risk Management and project management principles will be an added advantage. Responsibilities: • Conduct internal audit in various divisions in the Legislature • Implement, direct and monitor auditing policies, procedures and standard management and administration of the Internal audit division (staff training and supervision etc) • Plan audit scope, coverage, work schedule and audit programmes • Co-ordinate the work of internal and external auditors • Ensure that the internal audit units objective are achieved effectively and efficiently • Ensure compliance with government rules and regulations as well as departmental policies • Act as Secretariat to the Audit Committee • Report to the Audit Committee and Management on all anomalies identified • Be responsible for facilitating, monitoring and managing the organisation risk analysis • Conduct and perform audit work, initiate audit plans, draft audit reports prior to formal review supporting work papers to ensure reports are properly supported • Ensure follow up audits are done timeously • Conduct special investigations on management request.

COMMITTEE ADMINISTRATORS (2 posts) (Ref. 120714/3)

Basic salary per annum: R 180 939.00 (excluding benefits) Requirements: • A three-year Degree/Diploma in Administration or equivalent qualification with a minimum three years’ experience in an administrative position • Sound knowledge of the Public Finance Management Act of 1999 (PFMA), Municipal Finance Management Act of 2003 and legislative processes and procedures will be an added advantage • A valid and unendorsed Code 8 (eight) driver’s licence is a must • Administrative, presentation, coordination, control, and planning skills • Verbal and written communication skills • Minute and report writing skills and skills in organizing, computer literacy, and the ability to facilitate budgeting and operational planning • The prospective candidate must be able to cope under sustained pressure, work extended hours and travel extensively as and when required to so. Responsibility: • To coordinate procedural and administrative support services to Legislature Committees by, inter-alia, informing relevant stakeholders of meetings as well as distributing copies of Notices and Bills • Provide administrative duties with regard to checking equipment and catering • Coordinate external Committee activities like public hearings, oversights visits, study tours (national and international) • Draft Committee(s) activity • Ensure good relations with departments related to Committees and other relevant stakeholders.

MANAGER: LEGAL and Labour Relations (Ref. 120714/4)

Total all inclusive salary package of R819 126.00 per annum, which includes a basic salary of 60% of the total package, a 13th cheque, medical assistance, home owner’s allowance and pension fund contribution Requirements: • LLB degree or equivalent qualification • A post-graduate qualification in Labour Law will be an added advantage • Minimum three (3) years’ management experience • Excellent report writing skills • Excellent oral and written communication skills • Knowledge of computer applications • Knowledge of laws • The ability to function independently, as well as within a team • The ability to function effectively under pressure and to apply time • Management principles • Sound planning and organizational skills • Hard-working and ability to work under sustained pressure and work extended hours • Knowledge of the political, economic and social environments • National and Provincial lawmaking processes • A valid driver’s licence. Key responsibilities: • Develop a Legal Services Policy • Manage the Division resources (Human Resources, Finances) • Advise management and employees on legal matters • Manage labour law matters, provide sound legal advice and support to the Legislature • Facilitate the draft and amendments of legislation and legal documents for the NWPL • Manage, research and analyze implications of case laws, legislation and regulatory matters that affect the NWPL • Manage the adequacy of the legal drafting (legislation, contracts, collective agreements) • Manage the preparation of opinions on legal questions arising in the course of NWPL operations • Evaluate existing legislation, its current applicability and impact on NWPL policies and practicability • Formulate and provide legal opinions pertaining to activities of the Committees • Ensure that all documents and reports submitted to the structures of the NWPL are compliant • Prepare opinions on proposals for bringing employees to disciplinary and material liability • Represent the NWPL in court, arbitration, and other state and public organizations in the process of considering legal issues.

TABLE OFFICER (2 post) (Ref. 120714/5) Basic salary per annum: R180 939.00 (excluding benefits) Requirements: • Three (3) year degree/Diploma in Public Administration • Three (3) years experience in an administrative position • Sound knowledge of the Public Finance Management Act and government processes and procedures • Proven competencies with specific reference to the legislative environment will be an added advantage • Verbal and written communication skills • Coordination and organising skills • Analytical skills • Advanced computer literary • Ability to work under sustained pressure • Must be prepared to work extended hours as and when required. Responsibilities: • Act as a secretariat for the House and House Committees • Collect necessary information, prepare House papers (Order Papers, Questions and Interpellations Paper and ATC) for tabling in the House • Take minutes of House proceedings • Provide logistical services to the House • Manage parliamentary questions • Research and provide procedural advice • Liaise with the EXCO, Parliamentary Officers and relevant stakeholders on tabling matters • Ensure EXCO compliance and monitoring on policy documents • Develop and monitor a tracking system on resolutions.

DEPUTY MANAGER: DEMAND AND ACQUISITIONS (Ref. 120714/6) Basic salary per annum: R416 398.00 (excluding benefits) Requirements: • Matric plus a Bachelors’ Degree in Commerce/Supply Chain Management or equivalent qualifications • Five (5) years experience in demand and acquisition management • Knowledge gained in a Legislative environment • Supply chain technical knowledge, PPPFA, knowledge SCM policies and applicable legislation including the Public Finance Management Act 1 of 1999 (PFMA) • Business writing skills, decision making, strategic planning, budgeting and financial management, people and performance management, planning, organising and problem solving skills • Ability to motivate people • Good computer skills in MS Office software • Knowledge of the Oracle Financial Management System.
